Call for Expressions of Interest from specialized cyber security firms to design the governance framework, standard operating procedures, and technical blueprint for the Somaliland National CSIRT.
Expression of Interest (EOI)
The Project Implementation Unit seeks expressions of interest from qualified international and regional consulting firms specializing in national-level cybersecurity incident response mechanisms.
Objectives
- Formulate the legal and regulatory mandates for the National Computer Security Incident Response Team (CSIRT).
- Design the threat monitoring, detection, incident classification, and escalation workflows.
- Develop a 3-year capacity building and training roadmap for Ministry technical personnel.
Shortlisting Criteria
Firms must demonstrate at least 5 years of experience in establishing government or sectoral CSIRTs in emerging economies, with certified lead auditors and incident handlers (CISSP, CISM, GCIH).
Interested bidders or eligible individual consultants must deliver formal expressions of interest or sealed bids according to the procedures set out in the official bidding dossier before the deadline.
