Senior Digital Infrastructure Specialist (Individual Consultant)
The Ministry of ICT invites eligible individual consultants to express their interest in providing advisory and technical supervision services for the EA-RDIP cross-border fiber optic connectivity rollout.
Background
The Government of Somaliland has received financing from the World Bank toward the cost of the Eastern Africa Regional Digital Integration Project (EA-RDIP) and intends to apply part of the proceeds for consulting services.
Scope of Work
- Provide technical leadership and quality assurance for the engineering design and construction of cross-border fiber corridors.
- Review telecom operator interconnection agreements, open-access principles, and tariff models.
- Supervise contractor milestones, fiber testing, and commissioning procedures in coordination with the Project Implementation Unit (PIU).
- Prepare monthly and quarterly technical progress reports for the Ministry and World Bank task team.
Required Qualifications
- Master's degree in Telecommunications Engineering, Computer Engineering, or related discipline.
- Minimum of 8 years of professional experience in large-scale fiber optic infrastructure deployment.
- Prior experience working on World Bank or multilateral development bank (MDB) financed ICT projects.
- Fluency in English (written and spoken); knowledge of Somali is an added advantage.
