Supply, Installation & Commissioning of National Internet Exchange Point (IXP) Hardware
International Competitive Bidding (ICB) for the procurement, delivery, rack installation, and commissioning of carrier-grade switches, optical transceivers, route servers, and monitoring appliances for the Somaliland National IXP.
Invitation for Bids (IFB)
The Ministry of Information and Communication Technology (MICT) invites sealed bids from eligible and qualified manufacturers or authorized distributors for the supply and commissioning of National IXP core infrastructure.
Lot Specifications
- Lot 1: Dual High-Density Core Ethernet Switching Fabrics (minimum 48x 100GbE QSFP28 ports with redundant power supplies).
- Lot 2: Route Server Cluster with BGP Communities and RPKI Validation support.
- Lot 3: Environmental monitoring, precision rack cooling, and out-of-band management console servers.
Bidding Procedure
Bidding will be conducted through Request for Bids (RFB) procedures specified in the World Bank's Procurement Regulations for IPF Borrowers (November 2020 edition).
Bid Security & Submission
Bids must be accompanied by a Bid Security of USD $15,000. All bids must be delivered in sealed envelopes or encrypted electronic submission to the PIU Office, Ministry of ICT Headquarters, Hargeisa, or via email to bids@ea-rdip.so no later than the closing date.
Interested bidders or eligible individual consultants must deliver formal expressions of interest or sealed bids according to the procedures set out in the official bidding dossier before the deadline.
